Pagnavatey Ly is an associate in Tilleke & Gibbins’ corporate and commercial practice in Phnom Penh, where she assists local and international clients in providing legal advice on various business-focused legal matters, including M&A transactions, litigation, market entrance, and day-to-day compliance. She has particular expertise in providing strategic advice to help multinational corporations achieve their business goals sustainably in Cambodia.
Prior to joining Tilleke & Gibbins, Vatey practiced at multiple regional law firms in Cambodia, where she assisted a wide range of clients across different industries in conducting due diligence and provided legal advice on matters involving labor, e-commerce, licensing, real estate, intellectual property, and other corporate issues. Vatey also worked as a law student counsel in an interdisciplinary environmental clinic at Washington University School of Law.
Vatey is a licensed and qualified attorney in Cambodia. She obtained her LLM from Washington University in St. Louis, along with a certificate in international law, under a Fulbright Scholarship. She holds an LLB from the Royal University of Law and Economics and a Bachelor of Arts in Professional Communication Skills from the Royal University of Phnom Penh.
- Represented a foreign investor doing business in Cambodia in a white-collar crime case, obtaining favorable orders from both the court of first instance in Phnom Penh and the appellate court to protect the client from being placed in custody prior to the actual hearing.
- Assisted in conducting due diligence in preparation for an IPO and listing of bonds on the Cambodia Securities Exchange.
- Assisted in establishing the Cambodia entity for one of the biggest logistic companies in the world and advised on ongoing compliance considerations.
- Closed a deal in relation to a sale purchase agreement on hundreds of plots of land in Cambodia and secured a change in classification of the land in order to fit the client’s business needs.
- Provided step-by-step procedural advice on premerger and postmerger requirements in relation to a merger of multiple companies into one surviving company.
- Assisted in public policy projects to generate reports and guidelines relating to consumer protection and dispute resolution in Cambodia, as well as template agreements on cross-border transactions.
