Biography

Prakarn Sombunying is a senior associate in Tilleke & Gibbins’ dispute resolution department in Bangkok, where he specializes in administrative law, anticorruption, and regulatory disputes. He is a seasoned trial strategist advising both domestic and international clients on the resolution of high-stakes and complex litigation in a wide range of industries, including food and beverage, financial services, telecommunications, real estate, and energy.

Prakarn’s clients rely on his background and experience to provide them with specialized insights into the practice of Thai courts as well as operations of authorities and government agencies. Prior to joining Tilleke & Gibbins, Prakarn worked at multiple prominent law firms in Thailand and as a hands-on private practitioner, guiding clients through the Thai judicial process to protect their business interests and achieve their strategic objectives.

Prakarn holds an LLB from Thammasat University and an LLM in Public and International Law from the University of Melbourne Law School, as well as a graduate diploma in public law from Thammasat University. He is admitted to the Thai Bar and has completed the barrister-at-law training from the Thai Bar Association and the Lawyers Council of Thailand.

  • Advised a multinational oil and gas conglomerate on Thai constitutional and administrative law in relation to disputes with Thai government agencies arising from the government’s implementation of petroleum regulations and interpretation of concession contracts.
  • Advised leading Thai telecommunication giants on litigation strategies for examining the government’s public auction of telecom licenses, satellite orbital business permits, and merger of commercial enterprises.
  • Represented a global financial institution in a THB 3.7 billion tortious dispute against a leading international audit and consulting service company due to audit negligence related to one of Thailand’s most talked-about corporate scandals related to a company listed on the Stock Exchange of Thailand.
  • Represented leading Thai professional football clubs in an arbitration dispute at Tribunal Arbitral du Sport in Lausanne, Switzerland, against a football association over conflicts arising from quota allocation for the Asian Football Confederation (AFC) Champions League.
  • Represented a former top officer of Thailand’s state petroleum exploration corporation against anticorruption accusations by the National Anti-Corruption Commission (NACC) in connection with performance of duties related to the state enterprise’s procurement of equipment.
  • Represented a former executive of a state military hospital in the Administrative Court seeking judicial review of the legality of an administrative directive from the supreme commander of the Royal Thai Armed Forces pertaining to a compensatory claim for damages arising from inaccurate inspection of construction work.
